Winooski Park is situated on a broad plateau overlooking the Winooski River, with the Green Mountains to the east and the Adirondacks to the west. A geographically small part of the Town of Colchester, bounded by the cities of Burlington, South Burlington and Winooski and the Town of Essex, Winooski Park is home to some 2,500 residents and where some 1,500 people work, many at Saint Michael’s College and the Fanny Allen campus of Fletcher Allen Health Care.

Chartered under the laws of the State of Vermont as a municipal corporation and governed since 1938 by the residents of Winooski Park, Colchester Fire District No. 1 operates under its own Bylaws that invest an elected three-person Prudential Committee with its governance and several officials with the management of its business. The Fire District has three principal responsibilities: to provide drinking water, oversee the provision of wastewater (sewage) services, and assure fire protection.
